Rosneft is No. 1 in Russia in terms of capacities and volumes of oil refining.

In recent years, the Company's refining activities have been focused on meeting the market demand for quality petroleum products.

Over the years, Rosneft has been consistently implementing a programme to modernise its refineries, which has enabled it to expand its product range, improve the quality of its products and increase its competitiveness. This is the most ambitious programme of modernization of oil refining capacities in the Russian oil industry. In the course of implementation of this program, since the end of 2015, the transition to 100% production of motor fuels of environmental class K5 for the domestic market of the Russian Federation has been made, in accordance with the requirements of the Technical Regulations of TR TS 013/2011. Since 2018, a number of the Company's refineries have been producing motor gasoline with improved environmental and operational properties of AI-95-K5 Euro-6 and AI-100-K5.

The Company's Refining Unit operates 13 major refineries in the Russian Federation:  Komsomolsk refinery, Angarsk petrochemical company, Achinsk refinery, Tuapse refinery, Kuibyshev refinery, Novokuibyshev refinery, Syzran refinery, Saratov refinery, Ryazan Refinery Company, PJSC ANK BashNeft Refinery Complex (Bashneft-Novoil, Bashneft-Ufaneftekhim, Bashneft-Ufa Refinery), Yaroslavl Refinery.

The total design capacity of the Company's main oil refineries in Russia is 118.4 million tons of oil per year.  Rosneft also includes several mini-refineries, the largest of which is the Nizhne-Vartovsk Refinery Association.

Rosneft's share in refining in Russia is more than 35%. Refining volumes at the Company's Russian refineries in 2018 exceeded 103 million ton, up 2.8% compared to 2017. Light output and refining depth are 58.1% and 75.1%, respectively, while production of gasoline and diesel fuel in K5 environmental class increased by 2% in 2018.

The 2018 processing yield of the Company's mini-refineries in the Russian Federation amounted to 2 million tons

Rosneft also owns stakes in a number of refining assets abroad: in Germany, Belarus and India.

In Germany, the Company holds stakes (24% to 54%) in three highly efficient refineries: MiRO, Bayernoil and PCK, while in Belarus it indirectly owns 21% of the shares of JSC Mozyr Refinery.  The Company also owns a 49% stake in one of India's largest high-tech refineries, Vadinar, which has a capacity of 20 million tons of crude oil per year.

Refining volumes at German refineries in 2018 amounted to 11.5 million tons. Refining of Mozyr Oil Refinery's crude oil share of Rosneft in 2018 was 2.1 million tons.
